The Southeast Colorado River Basin is located in the southeast corner of the state and covers 6,976,250 acres in Grand and San Juan counties. The basin area is 12.8 percent of the state. Part of the Navajo Indian Reservoir and the Ute Mountain Ute tribal lands are located in southern San Juan County. The southern end of the Uintah and Ouray Indian Reservation is in northern Grand County. The largest communities are Blanding, Moab and Monticello.

This State Water Plan provides a foundation and direction to plan for and encourage the best use of its water resources. The purpose of this plan is to identify potential conservation and development measures and projects and to describe alternatives to alleviate the problems, needs and demands of the local people.
