The Bear River Basin is in northern Utah, southeastern Idaho, and southwestern Wyoming. The basin covers approximately 7,500 square miles of mountain and valley land, including approximately 3,300 square miles in Utah, 2,700 square miles in Idaho, and 1,500 square miles in Wyoming.

The Bear River Basin is typical f mountainous areas in the West, with wide variations in temperature between summer and winter and between day and night. The high mountain valleys experience long, cold winters and short, cool summers. The lower valleys are warmer, but have more variance between maximum and minimum temperatures. As elevation in the basin vary from 4,200 to 13,000 feet, precipitation also varies from 10 to 65 inches.

This State Water Plan provides a foundation and direction to plan for and encourage the best use of its water resources. The purpose of this plan is to identify potential conservation and development measures and projects and to describe alternatives to alleviate the problems, needs and demands of the local people.
